Joyce Gailey is an experienced telecommunications executive with extensive experience in the telecommunications industry from a policy, business operations and technology perspective. Ms. Gailey has over 30 years of telecommunications experience in senior and executive level positions with service providers and enterprises including AT&T, Satellite Business Systems, IBM, Intermedia Communications and Communications Xchange.  Ms. Gailey has specialized knowledge of the evolving telecommunications environment and its effect on emerging technologies, telecommunications business strategies and implementation requirements.

 

Ms. Gailey is a co-founder and President of KG Partners.  She provides consulting services to telecommunications providers on operational, interconnection and regulatory strategy. She consults with carriers on alternatives to outsource voice and data services, operational support systems and network operations.   She also provides professional consultative services to financial turnaround firms as a telecommunications industry resource and to carriers involved in acquisitions, mergers or seeking other sources of funding, including Federal grants and loans.

 

She has held senior management and executive level positions with carriers, including incumbent carriers and competitive carriers.  Among her accomplishments as a department head with a national Competitive Local Exchange Carrier (CLEC), she initiated and concluded the agreement negotiations for interconnection with all the major Incumbent Local Exchange Carriers (ILECs) and directed implementation under those agreements.  She also led the evaluation, selection and contract negotiations with other vendors for outsourced services, including carriers for wireline and wireless voice and data network services, operational support systems and network equipment vendors. At Intermedia Communications she was directly responsible for developing telecommunications service solutions and proposals, both retail and wholesale, for carriers, enterprises and government entities. While at Intermedia, she led the business negotiations and implementation of partnerships with major ILECs for providing data network services jointly to enterprise and government customers. 

 

Since 2001, as an independent consultant and then with KG Partners, she has advised numerous telecommunications carriers on business plans, regulatory considerations, interconnection negotiations and requirements for implementing their business strategy.  In this role she assists with business planning, coordinates regulatory and industry submissions and negotiates business and operational terms for carrier interconnection agreements (wire line and wireless). She also directs and assists in the selection of vendors for outsourced services and the negotiation of agreements with such vendors and provides oversight for the implementation of carrier interconnection arrangements and outsourced services.  She has provided support for telecommunications companies seeking Federal broadband funding under the American Recovery and Reinvestment Act of 2009 (ARRA) and has supported carriers in network security audits required by Federal agencies.  Ms. Gailey has provided consultative and advisory services related to the industry and regulatory environment to financial advisors and attorneys involved in bankruptcy proceedings, including the Restructuring Officer of NorVergence, Inc and the Official Unsecured Creditors’ Committee of VarTec Telecom, Inc.

 

She holds a BA degree with majors in Mathematics and History from Georgia College & University and completed programs in telecommunications at Iowa State and George Washington Universities.
